15:45 – 16:25 (GMT): Deep dive: What it means to ‘low risk’, with Q&A

This session is designed to support services who think they may be low risk for all kinds of illegal harm. Among other things, it will cover the scope of the law, how to make and record decisions in your risk assessment, and the minimum safety measures that apply to all – such as certain governance, content reporting and complaints handling measures.

Session highlights:

  • Understanding which parts of your service the law applies to
  • Ensuring your ‘low risk’ decision is robust and evidence-based
  • Ofcom’s recommended safety measures for all services

We also cover our recommendations for services with one or many higher risk levels, which can include content moderation measures, testing recommender system algorithms, and reporting by trusted flaggers.
